Assessing the Impact of the Bean/Cowpea Collaborative Research Support Program (B/C CRSP) Graduate Degree Training AgEcon

The study evaluated the impacts of the graduate degree training (GDT) component of the B/C CRSP. In their enhanced capacity, trainees have been playing important roles in strengthening teaching and research capacity in bean and cowpea sectors, both in the U.S. and in host countries. The study recommends the continued commitment and increased financial support to GDT.

Ethiopia, one of the most densely populated countries in Africa, faces increasing food insecurity unless it can dramatically boost agricultural productivity per hectare. CYCLICAL CONCENTRATION AND BIOTECH R&D ACTIVITY: A NEO-SCHUMPETERIAN MODEL AgEcon

Several characteristics of biotech industry structure follow cyclical patterns. Mergers and acquisitions activity shows cyclical behavior, with peaks from 1988-92 and 1996-97 and a valley from 1993-95. The ratio of large-firm to small-firm field trials, and the Herfindahl-Hirshmann concentration index, move pro-cyclically with M&A activity. This paper develops a formal, dynamic, neo-Schumpeterian model of endogenous R&D and innovation. The model generalizes and extends the literature on biotech industry concentration. For specified parameter values, the out-of-steady-state dynamics are examined, and shown to generate model behavior which is consistent with empirical descriptions of biotech concentration and R&D-activity cycles.

Over the past fifteen years, the agricultural biotechnology industry has exhibited cyclical behavior in concentration and consolidation. This paper provides a theoretical model of endogenous R&D, in which industry concentration exhibits cyclical behavior. The model also generates additional testable hypotheses, and policy implications.

This report presents a summary of the results of an ex-ante socioeconomic assessment of the potential impacts of the improved cucurbits germplasm in Indonesia and South Africa. The emergence of agricultural biotechnology and policy responses to is altering global agricultural trade patterns. This paper models the effects of restrictive policies concerning the production and consumption of genetically modified agricultural products. The model relies on a Hecksher-Ohlin-Samuelson framework, adapted to include neo-Schumpeterian research and innovation. The model includes two 'North' countries, the United States (US) and the European Union (EU), and the 'South'. In 1993, the Sasakawa/Global 2000 Program (SG) and the Ministry of Agriculture (MOA) began a joint program to demonstrate that substantial productivity increases could be achieved when farmers were given appropriate extension messages and agricultural inputs were delivered on time at reasonable prices. The program provided credit, inputs and extension assistance to participants willing to establish half-hectare demonstration plots on their own land. In 1995, the MOA/SG demonstration program reached more than 3,500 farmers. During the same year MOA launched the New Extension Program (NEP) based on SG principles but managed independently. The Dry Grain Pulses Collaborative Research Support Program (Pulse CRSP) had allocated a major part of its resources to providing graduate degree training (GDT) of scientists/researchers in order to strengthen agricultural research capacity in Africa, Latin America, and the U.S. However, no systematic attempt had been made to assess the impact of this investment. The study adopted the Kirkpatrick framework as a guide for evaluating the impacts of GDT by the Pulse CRSP. The results were drawn from a survey of former trainees and researchers, supplemented by interviews with scientists and program administrators and an institutional case study. The purpose of this paper is to provide a conceptual framework that can be used by agricultural leaders, administrators, policy makers, and seed program managers to (1) understand key factors affecting seed system development; and (2) compare organizational and institutional strategies for increasing seed system effectiveness. A literature review of recent studies on seed system development in Sub-Saharan Africa (SSA) was undertaken to achieve these objectives. This paper examines the impact of European Union policy on genetically modified organisms on trade flows and economic growth. Restrictive European Union policies on biotech production and consumption result in: an effective export subsidy of capital to the South; new trade flows; North America being the dominant producer of biotech research and development; the South being a dominant producer of biotech products; and the European Union being the dominant producer of traditional agricultural products.
